All employees are subject to some post-employment restrictions on representations made back to the Government. A "representation" means making a communication or appearance with the intent to influence the Government.  The rules do not limit behind-the-scenes work for a contractor or other person.

Other restrictions apply only to "senior" and "very senior" executive branch employees. (Note: a senior employee is defined as commissioned officers at 0-7 or above or a civilian employee with a rate of basic pay equivalent to 86.5 % of Executive Level II).

In this section we will discuss the three most common post-employment rules that are based in criminal law. Each of these rules limits representations that can be made on behalf of another person back to the Government.
