This section contains answers to
questions you may have about how to fill out the SF‑278, the Public
Financial Disclosure Report for Executive branch officials. A copy of the
SF-278 and its complete instructions can be found on this website under the tab
“Forms, Publications, and Other Ethics Documents.” The answers to many of your
questions can be found in the report’s instructions. You should be sure to
refer to those instructions while you are filling out the report.
However, if you still have
questions after reading the instructions, you may want to look at the questions
and answers in this section. They cover some of the most common issues that
may arise for filers. If you can’t find the answer to your question here or in
the instructions, you should contact your agency ethics official for

Once you have completed your
report, it should be submitted to your agency, not to OGE. Unless you work at
an agency that has a special project for electronic submission of the SF-278,
you must manually sign the report and file a paper copy with your designated
agency ethics official. The ethics official will review the report for any
potential conflicts of interest, and may contact you for further information.
Filling out the report correctly will help to minimize the amount of time you
have to spend responding to questions from your ethics official. Once your
ethics official is satisfied that the report is complete and accurate, and that
any appropriate steps are taken to remedy potential conflicts of interest, he
will sign it. The reports of certain senior officials are sent to OGE for
further review and certification.
