SUBJECT:  Waivers of Conflicts of Interest for Agency Heads


     On April 19, 2002, President Bush delegated his authority
under 18 U.S.C 208(b) to grant waivers to agency heads, to the
Counsel to the President.  This delegation will remain in effect
for the remainder of his Presidency.  The substantive standards for
waivers remain the same.
