SUBJECT:   Introductory Ethics Courses offered
           in Philadelphia and Albuquerque in April


     The U.S. Office of Government Ethics (OGE) will conduct four
introductory ethics training courses for experienced ethics
practitioners in Philadelphia, Pennsylvania on April 7-8 and
Albuquerque, New Mexico on April 27-28.  Ethics officials are
invited to attend any or all of the scheduled courses.  The
introductory course schedule  follows:


Philadelphia, PA, April 7-8, 1999:

Gifts from Outside Sources   04/07/99     9:00 a.m.  -  12:00 noon
Gifts Between Employees      04/07/99     1:00 p.m.  -   3:00 p.m.

Albuquerque, NM, April 27-28, 1999:

     A brief description of each of the introductory courses
follows.  All of the courses will be offered free of charge.
  
     The Gifts From Outside Sources and Gifts Between Employees
courses are designed to provide general overviews of Subparts B and
C of the Standards of Conduct.

     The Post-Employment course covers the post-employment statute,
18 U.S.C.  207, and includes student exercises and group
discussion.

     The Misuse of Position course provides a broad overview of
Subpart G and includes a four-step approach to determine whether
proposed actions are prohibited by the misuse subpart.
 
     Advance registration is required for these training courses. 
Each person planning to attend MUST register by faxing a completed
registration form to OGE  not later than one week before course
date.  Registration will be handled on a first-come basis and each
course is limited to 40 participants.  NO TELEPHONE REGISTRATIONS
WILL BE ACCEPTED.  Attached are appropriate registration forms.

     OGE will confirm each student's registration by return fax
several days prior to the date of the course. 

     Because you are our primary means for advertising training
courses, please circulate this memorandum with its attachments
among your ethics officials as soon as possible.  OGE plans to
conduct additional ethics training in the following cities during
FY 1999:

     San Francisco, CA
     Denver, CO
     Kansas City, MO
     St. Paul, MN
     Boston, MA
