MEMORANDUM

SUBJECT:  "Introductory OGE Form 450 Review Course"
          offered in Philadelphia, PA 


     The U.S. Office of Government Ethics (OGE) will  conduct two
IDENTICAL introductory training courses on OGE Form 450 Review in
Philadelphia, PA on December 9 and 10, 1997. The course will be
conducted twice at:

          General Services Administration
          Wanamaker Building
          100 Penn Square East  
          Training Room 854 (8th flr) 
          Philadelphia, PA  19104

     The three-hour introductory course is intended for ethics
officials who have responsibility for reviewing the OGE Form 450
and advising employees about financial disclosure but who have
little experience with the review process.  The course was designed
to sharpen reviewers' skills by:

     *    discussing the OGE Form 450 and all of the individual
          parts of the report;

     *    discussing what filers should report in each part of the
          form;

     *    providing resources that may be used to research a
          particular item on a report; and

     *    discussing and practicing both a technical review and a
          conflict of interest analysis of a particular report.

     These courses are offered FREE to each agency.  However,
advance registration is required.  Each person planning to attend
MUST register by faxing a completed registration form to OGE one
week BEFORE each course date.  Registration will be handled on a
first-come basis and each workshop is limited to 40 participants.
NO TELEPHONE REGISTRATIONS WILL BE ACCEPTED.  Registration forms

     OGE will confirm each registration form by return fax prior to
the course date.  Due to the volume of registrations, we ask that
registrants NOT follow up on confirmations.

among your ethics officials as soon as possible.
