April 5, 1996 DO-96-018 MEMORANDUM TO: Designated Agency Ethics Officials FROM: Stephen D. Potts Director SUBJECT: 1996 Annual Government Ethics Conference, September 9-12, 1996 The U.S. Office of Government Ethics (OGE) is pleased to announce this year's Annual Government Ethics Conference at the Adam's Mark Hotel in Philadelphia, PA, September 9-12, 1996. We have already begun developing this year's conference program and we promise to deliver two and a half days of insightful speakers and informative sessions. NOMINATING CONFERENCE REGISTRANTS: To ensure executive branchwide representation at the conference, each Designated Agency Ethics Official (DAEO) is invited to nominate conference registrants. In order to accommodate more registrants, the allocation of spaces has been revised this year. The number of conference nominees is based on agency size: Agency Size Number of Registrants 100 or less employees 1 101 - 6,000 less employees 2 6,001 -25,000 employees 7 25,001 or more employees 10 You may specify three additional alternate names in priority order, to attend the conference. Space permitting, these alternates may be contacted to attend the conference. REGISTRATION PROCEDURES: Because registrations are accepted on a first-come basis, it is important that you notify your nominee(s) as soon as possible of their selection to attend the conference. Please furnish them with the attached registration form and have them fax/mail the form along with their method of payment (SF 182, DD Form 1556, personal check, Government check, or money order) as soon as possible to: Sheila A. Powers Conference and Training Coordinator U.S. Office of Government Ethics 1201 New York Avenue, NW. - Suite 500 Washington, DC 20005-3917 Phone: 202/523-5757, ext. 1104 Fax: 202/523-1251 NOTE: On May 6, 1996, Ms. Powers' phone/fax numbers will change to: Phone: 202/208-8000, ext. 1104 Fax: 202/208-8039 OGE will confirm, by fax, each person's registration within three weeks of receipt. Due to the large volume of registrations, we ask that registrants NOT follow up on confirmations. REGISTRATION DEADLINE: DEADLINE FOR REGISTRATION FORMS AND PAYMENT TO BE RECEIVED IN OGE IS: FRIDAY, JULY 12, 1996. NOTE: OGE will NOT be sending invoices to collect conference fee payments. It is the responsibility of each conference attendee to ensure that payment is submitted BEFORE the conference deadline. BILLING PROCEDURES: Our preferred method for collecting the registration fee is through the On-line Payment and Collection (OPAC) system. If your agency is serviced through OPAC, it is important that you include your 8-digit agency location code (ALC) and billing address in blocks 24 and 25, respectively, on the SF 182. Failure to provide this information may delay the registration process for your registrant(s). Your budget officer should be able to furnish your agency's ALC number. If your agency is not serviced through OPAC, please provide the name and phone number of the budget officer (or a contact person) who can resolve any billing questions. CONFERENCE FEE: This year's conference registration fee is $250 per attendee. The conference fee includes: registration, materials, and most meals. The fee does NOT include lodging. LODGING: Please make your hotel reservations directly with the Philadelphia Adam's Mark Hotel by calling 215-581-5000. The current per diem rate is $90/night. Please identify your affiliation with the Government Ethics Conference to ensure you receive the Government rate. All lodging registrations will be accepted on a first-come basis and must be made by Friday, August 9, 1996. After August 9, rooms will be released and there will be no lodging guarantee. The Hotel will provide registrants with a confirmation number guaranteeing their room. If the Adam's Mark becomes full, it will refer overflow lodging requests to the adjacent Holiday Inn. The Holiday Inn will also honor the per diem rate of $90/night. CANCELLATIONS/REFUNDS/SUBSTITUTIONS: OGE does NOT have the ability to return conference fees once they have been submitted. Therefore, under no circumstances can OGE provide refunds for cancellations or conference "no shows." However, in the event of an emergency situation where your conference attendee cannot attend (after making their reservation and submitting payment), they may send a substitute registrant by completing an OGE registration form and noting in the "Comment" section that they are substituting for the original registrant. Please fax the form to Sheila Powers, as soon as possible.
