Government employees are generally prohibited from representing outside parties to the Government. So, you may not represent any contractor in dealing with the Government whether or not you've been paid by the contractor to make the representation.

For example, this means that you can't negotiate on behalf of a contractor to win a Government contract with your (or any other) Government agency.
